The short answer is Yes.
Implants need to be surrounded by bone and the standard implant measures close to 4 millimeters in width, so if you want implants in an area that is deficient in width, it needs to be grafted. Normally you do not have to graft all the jaw, only the deficient areas where you need to place the implants.
As far as the average cost of grafting, there is a very wide range of prices depending on the type of graft you need. I would suggest getting a couple of estimates from experienced surgeons in your area once they get a chance to look at you.

An implant should be surrounded by 2mm a quality bone to assure survival and osseointegration. Since each implant requires this support you will need a surgeon with a track record of success in speading the bone, splitting the ridge and/or grafting the site (expanding bone volume).
These may be two stage procedures or might be achieved at the time of implant placement. I've successfully expanded sites with simultaneous implant placement using the Meissinger Bone Management System.Educate yourself and get second opinions.
