Yes, you can remove false teeth that are held by implants and do not come of (we call them a hybrid sometimes) but it would be such a shame since they will probably give your mother the most comfort.
Maybe the prudent thing to do would be to try to determine what is causing her the pain and maybe modify the existing teeth to try to reduce the tendency for food to get stuck under them.
Talk to the dentist that did the hybrid, and if he or she cannot answer the questions to your satisfaction, maybe you can get a second opinion from an experienced implant dentist.

A fixed implant supported bridge is usually the most comfortable and secure way to replace teeth with implants. A way to eliminate the food impaction underneath is to 1) have the gap filled in by adding to the underside of the hybrid. This will make cleaning more difficult but decrease the food collection. 2) remove the hybrid and have a bar made that will totally support a denture. the denture will clip onto the bar and hold it steady and the flanges of the denture will keep too much food from collecting. The denture is also removable for easier cleaning. This may be the best solution to give your mom a comfortable set of replacement teeth and decrease the food collection problem.
